2026 Edmund Siemers Lecture
The International Foundation for the Law of the Sea (IFLOS) is pleased to announce that this year’s Edmund Siemers Lecture will take place at the International Tribunal for the Law of the Sea as part of the IFLOS Summer Academy.

The International Maritime Organization and the Law of the Sea
Profile
Dr Dorota Lost-Sieminska serves as Director of the Legal Affairs and External Relations Division at the International Maritime Organization. In this capacity, she leads the Division’s work on a range of complex and topical issues in international maritime and treaty law, overseeing the development of practical instruments that strengthen the Organization’s legal and external relations capabilities.
Her responsibilities include managing IMO’s depositary functions, acting as Secretary to the Legal Committee, and providing first-line legal support to the Secretary-General. She also directs accreditation, events, and protocol activities; offers guidance to Governments and inter- and non-governmental organizations; and heads the Outreach and Communication Services and the Maritime Knowledge Centre to ensure that internal and external stakeholders are well informed about the work of the Organization.
Prior to joining IMO, Dr Lost-Sieminska was the director of the Maritime Transport Department at the Ministry of Infrastructure in Poland; she led the Polish delegation to the IMO Legal Committee and represented Poland at various IMO meetings. She served as Vice President of the Hazardous and Noxious Substances Diplomatic Conference and participated in numerous United Nations and European Union sessions.
Dr Lost-Sieminska holds Master of Laws and PhD in international maritime law from the University of Gdańsk, and an additional Master of Laws from the IMO International Maritime Law Institute in Malta. She is a barrister and a member of the Pomeranian Bar Association.
